Affected person
Affected person is a general term referring to anyone who might be impacted by something, be that an action, a regulation, a sickness, an event etc.
In terms of buildings construction, the term is used in UK planning particularly in the context of Nationally Significant Infrastructure Projects (NSIP).
In this context the term is a legal term taken from legislation and is understood as being a person who is affected by an application, more specifically this might be a person with a legal interest in the land or any part of the land in question, such as ownership land or rights that maybe affected by an application for permission or a Development Consent Order (DCO.
